We are in a four player game. Munchkin A is in combat. Can Munchkin B play Itching Powder "Play during any combat. The victim must discard any one item of clothing or armor which you specify. (Weapons and shields are not clothing or armor.) Usable once only." and make Player C discard his Sandals of Protection or Tinfoil Hat? We don't have a consensus of is the victim the person in combat or the person of Player B's choosing.
