Default [UT] reduced lethality full auto carbines

I'm keen to ballpark-stat Chunkers.*
It's all William Gibson's fault, Virtual Light pg9. An Israeli riot control pneumatic bullpup/ carbine firing 1" cubes of recycled rubber: "A ten second burst at close range will chew somebody's face off"; "eventually cut a sheet of plywood in half, if you kept shooting"; "major bruises out to 30yds".

UT has paintball rifles with RoF10; baseline damage 1d-4.
As is, the "rubber" pellets seem to be statted as 1/4 damage Cr with (0.5) armour divisor.
Would 1/4 of 1d-4 be 1d-5? Or would it need to burn more power to achieve 1d-5, eg instead of the power cell running 10 clips it only manages 2.

*the setting is highly restrictive of firearms; Beanbags are LC4, memory-baton LC3 and that's if you can get a license for a LC3 weapon to launch them. Chunkers might just squeak in as LC4/4. Even LEOs carry a non-lethal primary.
