[Psi] Mental Blow Technique

You guys were great about answering my Mental Stab question. Now I need help with another!

Mental Blow (PP.65) has atecnique "Nurological Damage"
This causes various Incapacitation effects as secondary effects.

What would the tecnique be to have thouse Nurological effects be the effect & not secondary?

Please put the bake-down of the math as I'll want to add some "reduced duration" (PP.21)
