CR and society of Vikings

What would the CR and government type of a "Viking" petty kingdom in early 9th-century Norway? I'm leaning toward a CR 2 Clan/Tribal society. I'm tempted to go for CR 1, to represent that while there may be laws, there is no mechanism of enforcement other than "get rightful revenge." I don't think a "king" in this period would have enough power for us to call the society a Dictatorship or Feudal. But maybe we could call it a Caste society to account for jarls, carls, and thralls?

Although, now that I think about it, CR 2 or 3 Representative Democracy might describe them, too...
