self-replication machines are only a problem if tho use decision to use the faction is in the control of the machine. Just make it an external access only trigger, then it only happens when the controller wants it to happen.

Those are two possibilities. Others are sentenced criminals; highly paid experts; and people looking for a challenge or a new life.

Even a colony of religious enthusiasts who believe contraception immoral is subject to two rules: regression to the mean, and "cultures always change." Their children will be less enthusiastic than their parents because they weren't specially selected for enthusiasm, and their great-grandchildren will believe all kinds of different things and adapt their behaviour (like how many children they have) to local conditions.

Housing is cheap. Labor is at a premium. The Empire/Megacorps/Council of Holy Leaders wants to increase the number of settlers and will pay in cash or prestige if need be.

1. Technology produced by Terra. Terra is already developed.
2. Lots; they have a great big starport.
3. Building, farming, examining the local world especially the ecology, diplomacy and/or warfare if there are intelligent natives, drunkenness, bar brawls, etc.
4. Raw materials like agricultural goods, and mining. Trade goods from dealings with the natives. Hardy and reasonably expendable soldiers for Terra's next Glorious Conquest.
