Yeah, I'm not really seeing a middle ground that will make combat-casting multiple spells feasible without also making non-combat usage basically free. If I use The Last Gasp article in a game with magic (which I intend to do at some point) I'll probably require spells to be cast from a magical ER (recovering at the basic 1 per 10 minutes, faster with the Recover Energy spell). 5-10 AP for Extra Effort and the like feels fair though.
