Okay, so how about this version:

Affliction 1

Advantage: Extreme Regeneration (Accessibility: Only when in contact with the Machine Master, -80%), +300%;
Advantage: Morph (Extra Morphing Capacity: 200, +2000%; Active Change, +20%; Improvised Forms, +100%; Permanent, +300%; Accessibility: Only when in contact with the Machine Master, -80%; Flawed, -10%; Machines Only, -20%; Mass Conservation, -20%; Unliving Forms Only, +0%), +2800%
Malediction 2, +150%;
Machines Only, -20%;
PM: Super, -10%
[372 points]

If he wants to heal the machine he can add: Extreme Regeneration (Only when in contact with Machine Master, -80%) [30] to the creations template pretty easily. With the limitation I don't think he even needs to buy off Unhealing, although he should have enough points to do so.

In fact, he could restore a destroyed machine the same way, by first giving it Unkillable and Regeneration with the Cosmic: Works on the Dead, +50% enhancement, before transforming it into whatever form he then wants.

He can create an entire army of automatons very rapidly, granting machines enough DX and IQ to perform simple functions.

And using Rev. Pee Kitty's rule for combining characters, he should be able to create some real monsters by giving several machines the alternate forms advantage to use to combine into mega-machines.

-13 is a big penalty, but if he ever did get his power to work on an aircraft carrier... (I keep picturing the SDF-1)

That accessibility only when touching the guy means that the instant they are not touching him they revert to there original unaugmented forms. -80% for an accessibility to the thing granting you the advantage in the first place may also be a bit suspect. Permanent is not a valid enhancement for morph (it would have to go on the base affliction- where it is it does not do anything and is just costing points for no reason). You still have the 1 min/MoS issue going on.

Looks like I copied that down wrong. Permanent should be on the Affliction and not on the Morph, so:

Affliction 1
Advantage: Extreme Regeneration (Accessibility: Only when in contact with the Machine Master, -80%), +300%;
Advantage: Morph (Extra Morphing Capacity: 200, +2000%; Active Change, +20%; Improvised Forms, +100%; Accessibility: Only when in contact with the Machine Master, -80%; Flawed, -10%; Machines Only, -20%; Mass Conservation, -20%; Unliving Forms Only, +0%), +2800%
Permanent, +300%;
Malediction 2, +150%;
Machines Only, -20%;
PM: Super, -10%
[372 points]

The Accessibility is supposed to make it so that the machines can't morph on their own when not in contact with the machine master.

I don't think that Accessibility works for that. For one thing, afflicting Morph doesn't allow the machines to morph on their own - it morphs them into a specific form as defined by the user of the affliction. If you only want to be able to morph things that your character is touching, just give Affliction the Melee limitation, possibly with the Contact Agent limitation if it needs to be touching his skin.

The accessibility upon the regeneration works fine, though. Might be overpriced, though - I'm not sure it deserves a -80% limitation. That's a GM's call, though.

"Accessibility: Only when in contact with the Machine Master" looks ridiculously high and I don't see how "Machines only" is a meaningful limitation without Unlimited.

You are getting closer to a RAW build for your power (that Rule Zero would prevent from ever seeing play on a PC) though.

Go with it as written for as an NPC in a game you are running, or just write "Machine Master" and be done with it.
