Default Freeform zombie Mania

So, another of my D&D games has fallen through and now me and my ever changing group of players are going to attempt to play a zombie based free form adventure that lacks any real plot outside of "Survive and out last the zombies".

Has anyone else ever done this kind of game and if so could you offer some tips? Also, my roommate (whom is my more reliable player) brought up a good point that zombies won't really be all that scary in a purely written form, after all, without the visual to go along with it the zombie is just another enemy. So, any thoughts on how to make the encounters meaningful and making the zombies seem like actual creatures instead of just plot points to either be fought or avoided?

I'd like to make the game fun but give the players as much freedom to choose their sanctuary, find supplies and live or die by the grace of their own agility and brain power but I dunno how to do that without the structure of a laid out story, thoughts?
