Default [Powers] Galactic Punt Conversion

Just for fun, I'm trying to convert the Persona 4 ability Galactic Punt into GURPS terms. In the original video games, Galactic Punt is the character Chie Satonaka's finishing move, where she kicks an enemy (one that's been previously stunned by another party member) into a twinkle in the sky for an instant KO. Observe, and again.

The best I've got so far is an Affliction [10 points/level] as a Carrier Attack [0%] on a Kick (which I believe includes Melee Attack, Range 1/2, Can't Parry, for a net [-30%] but I'm not sure) delivering Warp [+1000%?!] and Takes Recharge of 15 seconds [-20%], Only Usable on Stunned Enemies [-10%?] and Not Usable Against "Bosses" [-10%?], for a net +930% and total cost of...lots and lots. Perhaps the Warp could be Anchored [-80%] but that seems a little munchkiny for what's already a very questionable power.

I'm pretty certain this is wrong in multiple ways. Are there more limitations that could be piled on to reflect its rarely-used nature, or is there a more manageable "go away" power than Warp? Is this kind of thing just too over-the-top to take on any kind of reasonable Character Point budget?
