Default Flash Step

For those that don't know, the Flash Step is a technique used by some fictional characters to travel a long distance in an instant using a single step.

Does RAW have any way of modeling this? I've implemented something using Warp and putting Nuisance Effect: Actual Running on it, but I'd rather find a better way to implement this if anyone knows.

Warp is the right place to start. There are a bunch of enhancements for it in Powers that you should look at, since the original sounds as if it's really easy to use and reliable.

Actual that's the actual conical way to do it. Warp, Limitation "Must actually transverse the distance"

I'd use the Special Movement (must be free of restraint and able to walk) -10%
from Powers. (It's for jumper, but Warp is essentially Jumper(Space))

Enhanced Move (Ground) with the Second-Nature, +150%, enhancement (Power-Ups 4, p. 9) will provide this. If you can only do a quick move but can't sustain high-speed, take some limitation to prevent continuous use, like the -10% per point version of Costs Fatigue (alternatively, you might follow the example of Costs Fatigue and double the value of Takes Recharge to reduce a use to 1 second instead of 1 minute.)

IMO, this is much better for most uses than the Warp hacks.

Will the Enhanced Move idea work if I wanted to attack WHILE moving?

Yes. That's one of its advantages over Warp-based hacks.

Say you've got a character with Move 7 that has Enhanced Move (Ground) 2.5 (Second-Nature, +150%, Costs Fatigue 1/sec, -10%) [120]

Normally, the character has 7 movement points on a Move (or Move and Attack), 4 on All-Out Attack, and a 1 yard step.

But, they can spend a Fatigue point to kick into high gear (Move 42) for a turn, giving them 42 movement points on a Move or Move and Attack, 21 on an All-Out Attack, and a 4 yard step.

Ok now a follow-up question. Is there a way to get around the skill cap of 9 while Moving and Attacking? I saw something like it in GURPS Horror for the Wolfman template, but I don't know how they did it.

Yes it can be gotten around with a Technique as explained on page 107 of Martial Arts.
