M8 Phoenix Steed

The Phoenix Steed states that it cannot be enhanced. But the picture on the Saddle Horn (Steed Enhancer) shows a Phoenix Steed wearing a Saddle Horn. Is this meant to taunt us like the Sock Puppet from Munchkin Blender?

This would be one of the cases of the card text overriding the art.

Here's one of the threads where MunchkinMan describes it best, dealing with the Vanity Plate art, which shows it being used on the Dragon Steed, another steed which can't be enhanced.
