If it's not your turn, do you still prepare/discard items?

I am a beginner; sorry if this is too basic of a Q. The rules clearly state that if it is your turn that you decide which cards to "play" in terms of items, and that you turn your items from sideways to vertical if you want to use them (versus carry them) when you kick in the door.

However, is it also required for the other players to prepare their items in a similar fashion so they can potentially help you? In other words, if it is my turn, and others are going to potentially help me defeat monsters, can they only use "vertically" placed items on the table to do so? Or, can "non-turn" players simply use cards on their table, regardless of how they lie, to help/interfere with others.
