It depends on in what way the voice is disturbing: falsettos could qualify for Disturbing Voice, and I remember an extreme example of a case like that in a sci-fi movie (possibly 5th Element). I thought the xeno-voicebox from Bio-Tech covered this, but upon checking, it combines Cannot Speak with Voice or Disturbing Voice, not Disturbing Voice and Voice (Only While Singing) like I had thought....
