Default Disturbing Voice and Singing

Shouldn't Disturbing Voice give a penalty to the Singing skill?

It does, indirectly. Disturbing Voice (p.B132) says:

Ah. Missed that. (Although IIRC stutterers can actually sing perfectly normally if they have rehearsed the song previously.)

I'm not sure rehearsal is any more necessary than for people who don't stutter. Singing involves different brain pathways than speaking.

Biggest thing annoys me with disturbing voice is that it doesn't give a bonus to intimidation. I know its a disadvantage, but even Voice doesn't give a bonus.. (Social Stigma - Monster gives a bonus to intimidate at times..)

I think he just endures the -2 and improves Reaction Rolls through Charisma and success at songwriting.

Okay, maybe not. At least well enough to be popular.

On the other hand, she definitely does. Likewise, some of Amy Lee's filters also grant her Disturbing Voice (more so than GLaDOS) without ruining her performance.
