Default Overcoming "Mage Only" Enchantment limitation

Way too many items have "Mage Only" listed in the suggested Item of spell in "standard" GURPS Magic.

Why is that so? Is the Magery advantage needed to control them?
The question then becomes how to compensate for that problem.

Would an Enchantment-only version of Mind-Reading work?
