It would be much easier to answer if you gave a little background(socio/economic/geographical/historical(any wars in last 30 years/threat from wars)) on regions + major cities and your vision for world.

Mongols(before Ginghis Khan):
Socio:warrior society,clans/tribes,nomads
Economic:struggling,herders/hunters
Geographic: arid steppes,border with advanced civilisation
History:ongoing conflicts,blood feuds,raiding
Special note:have access to composite bow(advanced weapon for TL)

So they would have
: 2-5% MC Good/Good and few Good/Elite
-nobles/successful raiders,probably procuring good armour from china

:50% HA Good/good and some Good/elite
:50% LC Basic/good and some good/good(younger members of tribe)

Equip is Good based on Composite bow,otherwise Basic

Now, nothing "real" ... just the Mystara ("Known") world (see http://en.wikipedia.org/wiki/Mystara ) and esp. the Norwold continent between Thyatis, Alphatia, the northern reaches and the "west" as depicted in http://en.wikipedia.org/wiki/Test_of_the_Warlords

There were, are and will be lots of fights, but our campaign is just the "generic" part in the middle of Norwold - without any special culture beside "generic mediaval fantasy", everything based on the D&D modules and gazetters (see the "Mystara" URL above).

But our capaign is only loosly based on those information.

The rest is just generic D&D from the red, blue, green, black and golden sets.

This runs on GURPS since 1996 ...

Uff,my knowledge of D&D is almost nonexistant and I dont have any of Mystara sourcebooks :(( sorry.
