Thanks Polydamas. you (everyone) are right that some Int Tech is like capital, that needs time to grow and momentum to build up. It would be a very long range strategy game, not an "adventure" that might not fit well in practical time and prep limitations of a game.
Although I was more concerned about assigning them with TLs so that one can have a clearer picture of the Mixed TL situation of an era and the ability to project forward how Int Tech would appear in settings like Transhuman Space (TL9) or Traveller (TL10 to 11).
I think it would be a useful world building tool, although it would be another parameter to define, but it makes the setting much more vivid. I also realize its like the social policies tree in Civilization V, a way to measure the more intangible elements of a given setting.
I'm greatful for all the input.
