Albatross Around Yer Neck! Question

If a person is cursed with the Albatross Around Yer Neck curse, are they at a -3 combat level or is it -3 to their combined combat level?

I'm not sure what is different in the two options you offer, but since we don't use the term "combat level" in the game, perhaps I don't understand the nuances you are suggesting, and I'm just assuming you mean combat strength. Regardless, the player who is cursed has a -3 penalty in combat. That means his combat strength is his Level + bonuses (given by Items, powers or abilities, and other circumstances) - (3 + any other penalties he may have).
