I might be wrong but I don't think that's really the way it's designed. If you've got High-Tech, you can certainly swap items. However, you'd need to recalculate the costs and weight of each replaced item. It's certainly a viable option, but goes against the pick a package and go intent of MH Loadouts.

Make sure you keep it balanced so you still end up with a Budget package if you replace an item or two in that package.
