illuminati rules question

My illuminati group was UFOs, and as special goal I've chosen the Bavarian's: "control groups with a total power of 35 or more (including their own power of 10)". However, UFOs have power 6.

The question is: do UFOs win by controlling a total power of 35 or 31? I'd have said 31 (interpreting the rule as "25 + their own power"), but all my friends disagreed :-)
