Default Can you fit a muzzle-weight to a rifle?

Tactical Shooting and Gun-Fu provide stats for muzzle-weights, which give quite a nice bonus for a fairly modest penalty. Tactical Shooting does say that they 'were designed for and are mainly used on competition handguns', but doesn't specifically state what weapons they can be attached to.

If they can be attached to rifles, they seem like something of a 'no-brainer' option under the rules. On a pistol, the increase in bulk and weight is significant, because the whole point of a pistol is that it a small weapon, well suited for concealment, constant carrying and close-quarters fighting. But on a rifle, those aren't really major concerns.

So, can you fit a muzzle-weight to a rifle and, if so, why wouldn't you?
