Default Complexity Question

OK, so a computer's Complexity tells you how many programs it can run, and how powerful/complicated those programs can be. However, what determines a program's complexity.

For instance, I'm writing this on a low-end Toshiba laptop which, apparently, isn't quite high enough in complexity to run The Sims 3 without freezing. Assuming that modern day computers are complexity 2-4, as per High Tech (I think), then my computer is probably a 2--which makes The Sims a complexity level 3 program?

What are some examples of high-level programs? I mean, I know that VR programs would be high, as would sensie programs, various emulators, and so on, but what are some other examples?
