Default Vehicles: Is "Load"-stat equal to "Payload" advantage?

Subject says it all:
Does a vehicle's "Load" stat denote a carrying capacity equivalent to the advantage "Payload"? That is, if the vehicle carries less than its full Load, does that or does that not have any effect on its movement stats?

I'm leaning towards "yes" - Load stat is the same as Payload, meaning that movement stats remain the same until internal load is up to "Load" value, then the excess counts as encumbrance.

But that brings up another question: if the load is carried externally (cargo lashed to the roof instead of carried internally, or adding UT's stealth features), does it still count as Payload? B74 implies that it must be internal, so I'm of two minds about that.
