Default Opinion: Hazard for Anything?

Okay, so according to p. B104, it states Hazard is for Innate Attacks that inflict fatigue damage. Leech has a description for Hazard (p. P96 that expands on that and allows it for Leech specifically with Steal FP.

I'm debating about allowing something into my campaign, and I'm asking for an opinion about whether there is any abuse or "point crock" potential with it (because I've thought about it and I don't see problems). I'm considering allowing the Hazard modifier for anything. Any advantage that costs FP (or has been modified with Costs Fatigue) would be eligible for taking Hazard (but as a limitation - change it's sign from "+" to "-").

This would make the abilities cheaper but would serve seriously to slow or to inconvenience FP recovery - and allow some added flavour (the guy with Healing attached to the Hazard of Starvation would feel famished after healing and need quite a bit of rest and food, guy with Warp feels chills after teleporting as per the Hazard of Freezing, etc.).

Magery could be purchased with Hazard and then any FP costs for casting spells would "feel like" and recover as though lost to that Hazard. Or, alternatively (and only if Hazard is not applied to the Magery), I might allow the point cost for learning each individual spell to be modified by Hazards as limitations. Again, it would add flavour if, for instance, a player looking for a discount purchased his skill at the Cold or Icy Weapon spells with the Freezing Hazard (-20%).

Any disadvantages that cause FP loss (only Weakness comes to mind right now) might be eligible for Hazard too (taking it as an enhancement, of course).

The only things you couldn't take Hazard on would be abilities that didn't cost / lower FP (obviously) and abilities that already had their FP loss be part of a Hazard (none explicitly come to mind, although I've always been inclined to rule that a Weakness to something that is listed as a Hazard and has Fatigue Only will lose FP as though lost to the Hazard, e.g. Weakness to Cold would be like FP lost to Freezing).

Thoughts?

Oh, and just a weird aside, the guy being Leeched on p. P96 - does anyone else think he looks at least vaguely like William Shatner??
