Although the majority of references in GURPS Ultra-Tech imply that Complexity increases by +2 per TL, full stop, the text that looks like the primary reference (p. 22) says that a computer only gets +2 at TL10, and then it drops off to +1 per TL.
I couldn't find a definitive answer on these forums, the FAQ, or the errata. Below are all of the references I am aware of: p. 9, Conservative Hard SF: For example, computers get their +2 Complexity per TL of introduction, but any new software or computer technology introduced at TL10+ is unavailable. p. 22, last paragraph: At TL10, add +2 to each model’s Complexity. Each further TL adds +1 to Complexity (e.g., +2 at TL10, +3 at TL11, +4 at TL12). p. 39, Computer Clothing: At TL9 it is Complexity 3 and stores 10 GB. Complexity increases by +2 per TL, ... p. 47, Basic Encryption: A Complexity 8 computer may attempt to break this encryption once per hour. Add +2 to the required Complexity per TL after TL9. (Included because the required complexity is presumably intended to scale with TL.) Secure Encryption says the same thing. p. 51, Entertainment Console: This Complexity 4 computer (+2 per TL after introduction) ... p. 105, Computer Pill: The computer is complexity 3, stores 1 TB, and costs $50. Its integral power supply operates it for one week. Increase Complexity by +2 and data storage by a factor of 1,000 per TL after introduction.
