Card Question : "Rat on a Stick"

Question about this card, the text is as follows;

"Discard for automatic escape from any monster of level 8 or below."

Can this card be played to force someone to run? Was playing a game last night, and I had the Rat on a Stick card in my hand. Another player was about to fight a level 7 monster, if he won the combat he would have won the game. In that situation, could I have forced him to automatically escape? The card does not say "allows YOU to automatically escape" so it seems a bit unclear. Any thoughts?
