Soooo Cooooool! from Munchkin Cthulhu 3: The Unspeakable Vault says to go through the discards to bring out the Shoggies or Frozen Shoggy and bring it into your hand or play it in combat. My question here is two-fold: Does Soooo Cooooool! fizzle and go to the discards if there is no Shoggies or Frozen Shoggy, and, supposing the discards are getting deep and hard to recall what was previously seen, is it legal at any point to search the discards without a card to tell you to do so?

Yes if you play this card and it is not in the discards it fizzles out.

You cannot at any point dig through the discards unless you have a card that specifically allows you to.
