Well, maybe we should just say that to get away with anything, you will have to roll your Sleight of Hand skill versus the NAIs' Perception value. Which would probably be 11 or so. Nothing unbeatable for someone who knows what he is doing, but you probably need to have trained in it...

Sleight of Hand, or Holdout, or Acting, or whatever (depending on the crime) vs. the NAI's Observation.

Confidence games might actually benefit from the surveillance as it gives the mark a false sense of security (c.f. the airport scene in Matchstick Men).

That would suffice for getting away with it in real time. That may be all you need for some crimes, but if the police know what tapes to review (know the approximate location and time of the crime), escaping notice after the fact would be much tougher. I'd peg it at approximately 16, including bonuses for ability to play back scenes, zoom, etc.

Maybe higher than 16, you can get a +5 just for extra time.
