Charmed Circle and Time Warp

During star munchkin, Our friend looked for trouble and fought a level one monster. He was level 9 and winning by a lot. He played charmed circle (fairy card) which stops all items being played for the combat, but another person played time warp to stop the charmed circle from taking effect. can the time warp be played even though it is an item that SHOULD be stopped by the charmed circle?
