GURPS Supers offers rules for cheaper Allies. In essence, an Ally worth from negative points up to 5% of your point total has a base cost of 0.2 points. So for 1 point, you could make that Ally "constantly available" (x4 cost).
The reasoning behind the above is pretty much identical to that of the Pet perk, from GURPS Powers-Ups 2: Perks. For 1 point, you have an animal, which is probably built on 0 points or less, but who's always there and is as loyal as an animal can be. And heck, if you really wanted, you could drop 1 point on Signature Gear and buy most small animals. So either way, just call it a point and be done with it.
