If you're out in the open, the presence or absence of jetpacks won't make much difference to the orbital nuke platform that's going to vaporize you.
Large explosive delivery becomes hard to impossible if the 'if you can see it, you can kill it' rule is actually in effect.

Uh huh. The "if you can see it. You can kill it" rule greatly favors the people with the longest ranged weapons and sensors. This will seldom be the infantry.

Infantry is for situations where lines of sight are restricted and/or collateral damage is unacceptable.
