IIRC, in the Basic Set there is a disadvantage called "Dread" which does exactly this kind of thing.

How would this be done in GURPS?
Check Basic Set page 320. There it's treated as a Divine Curse. IIRC another interpretation has been a Vow.

Stupid Question

This template has...

Energy Reserve (Vampiric) (10) (Starvation Hazard) [18]

I don't get it.

All of the Vampire Powers are Advantages. Example: Dominance [20]

There is really no Energy requirements for any of these.

What is this used for?

Sorry, I'm new to GURPS, trying to learn the rules

I had to look closely to find it but then Regenerrtion had a "Costs FP" Limitation. This would represent the vamps needing to feed (or to have recently fed) to heal themself.

Having other powers use FP would be quite reasonable.

Terror, with the Active and Awe options. See Powers, p. 84.

You need Mind Control, too. Terror won't let you make people forget things.

It's an odd question, but I've been going through the Basic Set and Powers and I'm completely blanking on a simple way to represent the Glamour ability from True Blood.

It can be used to give Suggestions, yes, but it also serves to suppress memories. It is usually used with short-term memories, but it can implant new ones with enough skill (so it probably uses the Hypnotism skill as a basis and requires penalties for difficult tasks).

So how does one stat the Glamour used in the television series?

Also, given the extreme usefulness of vampire blood, are people really comfortable with treating it as a simple Perk?

Seems to me that it can be used to heal, to control people with sexual obsession, to implant a surveillance 'bug' in people and to give your servants power boosts.

This seems like it's worth more than a point.

But how to write it up?

Mind Control with Edit Memory.
