Am I missing something? I was looking through Ultratech and noticed power cells are rechargeable.. but their are no rules for recharging them or device to recharge them. WTF?

Right but how long does it take to charge them? It just feels like they forgot to talk about charging the cells.

Since they can apparently instantly discharge (or close to it) I'd say if you can pump enough power into them at once you could pretty much instantly charge them, too. (Fast discharge is often connected to fast charge.) For game purposes you can probably set your own times based on real-world batteries, but current battery tech and Ultra-Tech power cells are totally different things.

I suppose a number or two could have been just made up but you can do that as well as the author could have. Pick whatever recharge time sounds reasonable to you.
