How is weapon Bulk/ST calculated?

How is a weapon's Bulk stat determined? Clearly, it's related to its weight, and probably a best-guess adjustment for relative length. Does anyone have a formula?

And the same question for the weapon's ST: is there a formula for that? or was it just best guess?
Some oddities make me suspect there was no formula - Holdout Laser (0.35 lbs, ST 3) vs Heavy Laser Flashlight (1 lb, ST 1).
