I want to eliminate the hex map and use my warhammer and other terrain for combat along with a flexible ruler, but am unsure if there are specific sandbox rules for GURPS or not.
Are there any such rules? If not, what sort of problems do you for see that I should address? |

well, 1 inch is one hex (methinks), and turning in tactical combat gets wonky... that's about it right off the top of my head

Check out T-bone's free range ruler for this.

The main problem will be the rules for turning during movement. Which I don't even remember how work, because most of the time people aren't taking move actions in the first place.

Tactical shouldn't get too wonky. You just use 2 rulers to do turn radiuses

Should I measure edge of base to edge of base, or center to center of the mini? Should I fudge distance if they are within .25 inches? For close combat should I make it necessary to be base to base, or is within .5 inches (1/2 a yard) acceptable?

The biggest problem is going to be encounter and combat range. If you are doing 1 hex equals one inch, you are going to need a pretty big play area or have all encounters start in reasonable close combat range. This will be less of a problem if you are playing dungeon fantasy opposed to a modern setting.
A reasonably trained soldier (Rifle 14) with a Accuracy 5 rifle is going to have a decent change of hitting a normal target at 50 -100 yards. Thats a pretty big table. |

I would prefer base-to-base for close combat, but would allow it to take place if whatever obstacle prevents the bases from touching is one that could be reached over or through, like a counter top or an open window. |

You measure from the front edge of the base to the front edge of the base.

At 1:36 scale, figures with 1 inch between their bases are at a range that GURPS calls 2 yards.
