seeing the Tunnelling technique in the latest Pyramid, I was wondering if the opposite would hold true. That is, if Tunnelling were the norm, would you treat not tunnelling as a -4 technique?
And how about stealth? If a 'port causes a thunderclap at each end, making both departure and arrival painfully obvious, should being stealthy be a technique on a scale equal to the thunderclap?

Removing the Tunnel enhancement would be a technique that defaults to skill-1 for adding the Selectivity enhancement.
Stealthy would be adding the No Signature enhancement which would default to skill-2. |

The -4 comes from the difference in cost between warp (normal psi options) and warp (normal psi options +tunneling).
Adding tunneling is expensive, removing it is inexpensive (as mentioned add -1 for selective; turn off tunneling feature) |

What he said. (And while I hate to make "m3 t00" posts, I really have nothing to add to this. Just backing it up officially.)
