Remember that the basis of the game is role playing games, who have a game master, though individual games might have different names for that particular role.

When you play Munchkin, you are simulating a munchkin player in a paper & pencil tabletop role-playing game (like GURPS or Dungeons&Dragons) (who is himself playing a character in that game). This game has a Gamemaster (the player that narrates the game, plays all supporting characters, and adjudicates the rules). In Munchkin this person is completely imaginary, and only exists as a humorous reference on some cards. So when you play a "Bribe the GM" your Munchkin has given his GM a bribe who then permits the Munchkin to raise the level of his character in the GM's game.

Yeah, what they said... The Game Master is the person who controls most of the action in a paper and pencil role playing game. The cards are making fun of people who kiss the Game Masters bum in order to try and gain special privledges in the games that they're playing.
