My suspicion is the answer to this question is, "No," but I wanted to check for official clarification.

In M:I the British loyalty allows for Classy: British spies always have class. Whenevery a British spy has no class card he is treated as a Playboy.

Can a Munchkin loyal to the British use Super Munchkin with the Assassin or Tourist card and count the first class as Playboy from being British?

"no" you cannot, because the British Loyalty specifies "Whenever you have NO class" not "ONE class and Super Munchkin".

The British loyalty actually says "class card," so if you have Assassin, you have a class card in play and can't consider having that Playboy class just for being a Brit.
