The God of crazy people

The setting is that Satan has won. Humanity and Earth are locked away from the powers of angels.

However there is a loophole. Angels can whisper to a select group of people, those too crazy to fall for the great lie.

So where to place the PCs?

As almost powerless angels? (Seems like they'd be forced to act as one big group all the time.)

As the crazies? (Serious roleplayers only.)

As demons? (Would most conflict be between demons?)

Or as normals tagging along with their crazy uncle? (Do you even need to tell the characters that it's GURPS In Nomine?)
