Default Two rule issues: "Discard a power" and "discard a minion"

I was playing munchkin bites the other night, and I experienced some issues regarding two of the cards.

The first one was a curse card: "Lose a power: You must discard one power"
Okay, so when you draw this curse face up or recieve it face up from another player, you lose a power. So far so good.
But, does this curse only affect the powers that are active? Or can you acctually choose to discard a power from your hand.
I know that the rules says that curses NEVER affect any items on your hand if it does not spesifically say so, but a power is not an item.
The other thing to think about, is that the rules refer to "discarding" (for instance when you discard cards to acitivate a power abiulity), as discarding cards from BOTH hand and carried, as you prefer.
So, when you must discard a power, can you choose to discard one from your hand, and save the one active?

Second question. There is a card that is a "minion slayer". Discard a minion (does not need to be your own). At the bottom of the card, it says "Go up a level". Now, who goes up a level? The one who got his minion killed, or the killer - regardles if it was his own or someone elses munchkin?

First of all, let me remind you that you aren't supposed to ask two questions in one post.
That being said, let's answer your questions.
1) As long as the card is in your hand, it is not a Power, Small Item, Class or Race. It is a card. A Power is only something that is out on the table. However, since you can play Powers at any time, if you can play the Power from your hand (i.e. you have enough ranks to do so), then you can play it, and then discard it.
2) The person who killed the minion gets the level. And it doesn't matter whose the minion belonged to.

This is not correct. Once you're hit by the Curse, you have to deal with it. Either cancel it in some way or discard one of the Powers you currently have on the table.

Munchkin is a First In, First Out game. The mechanics you descrived is like Magic's, where you can interrupt an action.

Okay. Two different meanings here then. But I guess you both agree on that "lose a power" affects active powers, and not cards on your hand.

About the "only one question" part, I thought the rule was to stick to your topic, and not start a "second topic" within the first. So as long as I state there is two questions as a subject, it was ok. But if not, I appologize.

The point of the rule is to make it easier for us to find old questions (and old rulings) when it's time to reprint sets, update the FAQ, and so on. That's why we also ask for descriptive subject lines.

In this case, the questions were at least somewhat related, and your subject line was specific, so I don't think there's a huge issue, but please bear in mind that distinct topics should be placed in distinct threads.
