Dire Spider Silk armor is very expensive . . . . Fortify 1 is very cheap

Can you cast Fortify on the dire spider silk armor for even mroe DR?
What about the armor it is being worn under?

But also wears off if your armour is penetrated a few times.

Yes, you can enchant giant spider silk armour. It's armour.

What about the armor it is being worn under?

Sure.

The rules are a bit unclear as to whether Fortify on different layers of armor stacks, though.

It doesn't. You only use the single highest bonus of Fortify for any given hit location. Kromm ruled on this via PM a few days ago.

Layering fortifies is an old enough issue I remember it being being discussed on the GURPS newsgroup before the Pyramid boards (which preceded these boards) existed.

Back then, it was pointed out that if you could layer fortifies, you could make very thin fortified plates and stack them for ridiculous amounts of (ablative) DR.

My main guess is that GURPS players generally don't go out to rape the system - or if they do, they have easier targets, so it's never been a huge issue.

Since when? Earlier books even spoke about the fortified Tee shirt layser trick.

Ditto that. Also, although I cant reference a specific citation, I believe that the DR will also stack. THere is no reason to think that it wouldnt.
