[Psionic Powers] Deep Study Perk question

I've got a question about the Deep Study perk from Psionic Powers (p63). Does its benefits stack if both the teacher and the student have the ability? I'm thinking it should be a GM's ruling as nothing in the text proscribes this but it also seems to be something that could be abused. I'm asking because I'm building a psionic race and I'm considering giving them this perk as a racial trait and I'm thinking of the long term ramifications of their learning 120% faster than humans do.
