Dreaming Skill

I'm a little confused about this. I understand that as of the Ethereal Player's Guide, the Dreaming Skill is no longer restricted to mortal Lucid Dreamers (it CAN be possessed by Celestial Dream-Shapers, & its basically automatic for Ethereals to possess it).

Does it require an act of Dream-Shaping (i.e. a Dreaming Skill roll) to alter one's appearance and the appearance of of one's own possessions on the Ethereal Plane? The EPG seems to contridict itself on this...

How common do you imagine the Dreaming skill is for Angels of Dreams & Demons of Nightmares? Since the rules changed occured in the EPG this isn't really addressed, but whether or not Dream-Shaping is common amongst Celestials or if its generally an advantage of the Ethereal Spirits hold over those who journey into the Far Marches seems pretty important. I ask this because I'm working on a Malakite of Creation in service to Dreams and I can't decide whether it would be more appropriate to invest in the Dreaming Skill or just focus on the Celestial Song of Dreams for such purposes.
