Lots of folks do distinguish between "natural spirit" (like an elemental or a totem), "divine servitor" (like a demon or an angel), and "demigod" (like Heracles). The first class is often summoned, often an ally, and sometimes empowers magic. The second class is often summoned, only occasionally an ally, but regularly empowers magic. The third class is only rarely something PCs derive personal power from. YMMV, but that's a fairly standard fantasy outlook.

In GURPS terms, I could build the first as 100- to 200-point racial templates using nothing but abilities I'd allow to PC casters and nonhumans. I would build the second as individuals, not races, worth 250+ points, often with abilities that I only permit to NPCs. And the third are the sort of thing I handwave and build on points only reluctantly, taking an "it costs what it costs" stance that often leads to 7,000-point NPCs.

I was thinking of having the usable only by you modifier on the gadget modifiers on buying them as allies.

You don't think the Dog Wistle of Carbeleth works for the unworthy do you?

How much of the outlook is from DND and how much is from fiction though?

As I was thinking of beings that where intended for combat, they likely have a great many social disadvantages that don't come into play much.

That's simply a Pact limitation on a gadget.

Sez who? "Worthiness" could be defined for that item as "rightful owner of the whistle".

Gadget limitations on Summonable Allies seems fair.
