PU2: Perks really is just a collection of custom perks from these forums, along with other perks from published stuff and whatever else Kromm's deranged mi^W^W divine wisdom could come up with at the time.

Plus, it should definitely be specialised by spell.
Otherwise, a cool idea.
I was thinking of -2 or -3 to each.
And I don't know how I forgot to mention that it was specialized by spell, but it was definitely supposed to be (of course, my wizard who had this ability only had one missile spell).

I've never seen a Street Fighter move with a name at all similar to "Boomer Wrangler."

Hadouken was a pretty obvious reference, though.

-3 still seems pretty powerful to me though. You're essentially taking two maneuvers in one turn, which should be pricey. If you bought this as Extra Attack (One attack only, Cosmic: I can get this extra attack when I Concentrate), it'd cost you a whole lot more than a Perk.
Likewise if you built it as Compartmentalised Mind (Only for Fireball, only for the first charge).

As what this should essentially amount to is an extra option Perk, it should probably be more like -6, like a Rapid Strike.
You could then potentially learn a Combination technique to reduce that, which would be pretty cool.

If -6 is what Rapid Strike takes, I'd consider that a fair placement (of course, both of my skills were at 12, which would have made it a "not on your life, pal" option). I simply never bothered to look at the Rapid Strike option before now.

And, yeah. A technique would be entirely fitting. (I've also been thinking about making techniques for Minor and Major healing, to combat the recasting penalty).

It is indeed. Which can be halved to -3 if you're Trained by a Master or a Weapon Master, but that doesn't seem fitting here. Maybe a different trait could be made for the purpose though. That would be cool for a setting where this Perk's option is standard.

Seems fair as a Hard technique, I think. 5 points to do the first and second heals at no penalty, the third at only -2, fourth at -5, etc. Sounds about right, I think.
