Default Fantasy, Mages, and Filling the Gap

How do you go about creating a game in which there is no magic, technology or otherworldly force without thickening on the politics or romance in such a viscosity that it changes the genre from fantasy?

Without magic, there are no mages, how does this change the dynamics of the party? What skills would they need to fill in that role without filling it in with something equally outlandish?
