DF - formula for Power Item values?

I've been trying to derive the formula for the levels of Power Items and I'm going nowhere. It seems to be based on the formula for gem value of a Manastone/Powerstone, but there's obvious differences and I can't derive it.

Where the heck does it come from?

I'm trying to figure out if a 10,000 gold piece diamond ($800,000) is enough to cast Resurrection or not (300 FP)...

(don't ask the details, it fell out of a conversation and now I can't stop thinking about it)
