Default GURPS New Space Opera Setting Idea

This was inspired by the thoughts being tossed around in my GURPS Star Wars thread for a generic space opera setting for GURPS, as well as pieces of a story I tried to write ages ago. I'm putting this before the group in outline form right now; ideas will be helpful.
