Some of that's a different modifier. Highly Accessible covers their ability to hear you from anywhere (presumably in
some useful manner). Maybe the ability to do something about it in the sort of direct and immediate manner of sea-parting, frog-dropping deities rather than having to ring the mayor is covered by Special Abilities, however.
