I just assign bulk numbers based on RAW weapons of comparable length and weight.

If you're converting guns from GURPS 3E, dividing SS by -4 and rounding down (min. -1) gets halfway decent stats.

Forgotten Weapons did a series on them. He managed to get his one to be fairly reliable by taking considerable care over loading the magazines, and attaching them to the gun. Reduced Malf if you're unfamiliar seems very justifiable.

High-capacity magazines do very commonly have worse reliability than regular ones, that was one reason why drum magazines went out of fashion (they are also annoying to fit in web gear and crawl around with). A Malf penalty similar to that for early drum magazines seems plausible in a gritty treatment of this weapon, whereas a game where automatic weapons work like in Miller's Crossing could trust the manufacturer's promises that the helical magazine solves all the problem.

Edit: in the linked video, two stoppages in 100 rounds with the carbine version of the weapon is a bad sign. Gun Jesus is skilled and had plenty of time to load. 300 rounds is not a lot for modern firearms. He also mentions that the carbine action dumps a lot of dust on the weapon which is also a bad sign for reliability.

Seeing him hold the regular M-950 says to me "yeah, give it Bulk, Min ST, etc. similar to a compact 9 mm SMG with the stock collapsed, this is not really meant to be carried or used like a handgun."
